Local Government and County Employers KT is an employers' organisation that promotes the interests of Finnish local and joint municipal authorities as well as wellbeing services counties in the labour market.
KT is also a central labour market organisation representing local government and county employers in national collective bargaining negotiations and in tripartite cooperation.

KT negotiates and concludes collective agreements for the local government sector and wellbeing services counties together with the principal bargaining organisations representing employees.
It supports municipalities and wellbeing services counties in their employer role by issuing recommendations in matters concerning employment relationships, cost-effectiveness and the quality of working life.
Furthermore, Local Government and County Employers KT lobbies for employer interests in the European Union.

The Act lays down provisions on KT's core functions, the setting up of a delegation and the financing of operation.
